Procurement of wheat  from local growers in the Province  on support price fixed by the Federal Government

Designated purchase centre are established to facilitate local wheat growers to sale their wheat produce at Government fixed support price.

For the purpose the targets of wheat purchase for the Provinces are proposed by the Ministry of National Food Security and Research and is approved by the ECC. The target alongwith source of funding from Food Account-II is then submitted to the Chief Minister for approval. Afterward purchase committees are formed for the purpose of quality of wheat at District level according to the approved SOPs The Committee inspect the wheat offered by the grower and issue a Certificate regarding the quality and then Bank Cheques are issued to the concerned growers of the corresponding amount viz-a-viz quantity.

All Offices of District Food Controllers in Khyber Pakhtunkhwa except Chitral, Dir Upper, Kohistan, Shangla Torghar and the newly merged Districts.

1)     Quality of wheat.

4)     Under taking on Judicial Stamp paper that the documents of land are genuine.

 

 

During the procurement period from 1st May till 31st August of a Calendar year.   

On checking the quality of wheat, the Purchase Committee of the District concerned issue certificate to the wheat growers for payment.

07 days a week / round the clock till the purchase of the last grain of FAQ quality wheat subject to the fixed target

Release of wheat to the functional Flour Mills in the Khyber Pakhtunkhwa.

Issue of wheat quota to the functional Flour Mills on equal share basis in the Province for producing of wheat Atta from 1st September upto 30th April. To ensure availability of the commodities in the Market at affordable rate.

On fixation of release rate/price by the ECC of the Federal Government, followed by the approval of the Provincial Food Committee for distribution of wheat quota amongst all Districts on the basis of population.

All Offices of the  District Food Controllers/ Godwons (PRC) in Khyber Pakhtunkhwa

After depositing of cost of wheat in advance into Government treasury through specific Challan of Flour Mills Managements in the State Bank / National Bank of Pakistan, Grain Sale Order (GSO) is issued to the functional Flour Mills on daily quota as per government standard procedure.

 

1st September to 30th April

 

Printed Challans and Grain Sale Orders are available in the Office of all District Food Controllers in Khyber Pakhtunkhwa.

Issuance of Licence

 

 

Licences are issued to the dealers and Flour Mills Owners on proper applications and inspection /sport verification of the business premises

1)     Submission of application for grant of licences.

2)     Spot verification by Foodgrain Inspectors and issuance of License by the DFC in case of dealer.

3)     In case of Flour Mills License the case is recommended to the Controller of Flour Mills for issuance of Foodgrain License by the DFC.

Rs.500/- in case of dealer and 5000/- in case of Flour Mills.

1)     Premises of the business.

2)     Machinery of the factory and allied services.

3)     Suitability of the premises.

As per demand of the General public.

 

Printed Licenses format / forms are available in the Office of DFCs and Director Food Khyber Pakhtunkhwa for the purpose.

Market checking / price control

To ensure the availability of the Food items at the  approved rates of the District Price Review Committee

 

To act as per requirements of Foodstuff Control Act-1958, Foodstuff Control Order 1975, Flour Mills Licensing Control Order 1959, Foodgrain Licensing Control Order 1957 and hoarding & profiteering Act-1977.

All the District Offices of the Food Department in Khyber Pakhtunkhwa

1)     Rates of Food items are fixed.

2)     Price lists are prepared and singed by the DFC of the District.

3)     Shop Keepers are ordered to affix at conspicuous places at their shops for the convenience of the general public.

4)     The violators are booked / fined under section 3/6 of the Foodstuff Control Act-1958.For this purpose the DFCs / AFCs have been declared 1st Class Magistrate under Section 14-A of criminal procedure Code.

 

 

Round the Clock.

Cases registered against the violators of Food Laws on the proper prescribed Forms / Marsalas / Fine Book/ Bank Challans.

Facilitation of   Sugar Cane / Beet Growers.

Sugar Cane Control Board is constituted by the  Cane Commissioner for fixation of  minimum guaranteed price of sugar cane and sugar beet The Cane Inspectors

check the quality and quantity of production of the Sugar Mills and   record the statement of the complainant if any regarding less payment or defer payments to the growers.

 

 

To ensure the transparency, through constitution of Sugar Cane Control Board by the  Cane Commissioner Khyber Pakhtunkhwa for fixation of  minimum guaranteed price of sugar cane and sugar beet, the Cane Inspectors of Cane Commissionerate, Khyber Pakhtunkhwa check the maintenance of a register  at any Sugar Mills  or purchasing centre or at any place in respect of purchases / carriage of cane, timely payments made to the growers and Sugarcane (Development) Cess due from the  Sugar Mills is collected and  deposited into the Government Treasury as per standard procedure.

Directorate of Food / Cane Commission-erate and at the premises of Sugar Mills/ Purchase Centres in Khyber Pakhtunkhwa

 

1)     Rate is fixed by the Cane Control Board .

2)     Fixed Price of Sugar Cane / Beet is ensured to be paid to the Growers.

3)     Sugar Cane /Beet cess funds are deposited into Government Treasury at the prescribed rate.
